CaliforniaFIRST is one of the original PACE (Property Assessed Clean Energy) administrators operating under California's HERO/PACE statutory framework. The program has been the subject of extensive CA Department of Real Estate enforcement, AB-2533 and AB-1066 reforms, and a federal multi-state class action filed in March 2025 covering CA, FL, and MO.
